Meeting Minutes for Regular Scheduled Board Meeting: Thursday, July 10, 2025@ 12:00 noon Present: Allen Lindsay, Joe Vail, Conchita Doyle, Aaron Johnson, Amber Swanner and JoLynn Smith. Absent: Alma Williams and Deidre Hollis Guests: Vickie Vail, Kay Caldwell and Todd Abercrombie Meeting was called to order by Allen Lindsay. Roll call by Aaron Johnson: Present: Allen Lindsay, Conchita Doyle, and Joe Vail. Absent Alma Williams and Deidre Hollis. Guest present were Vickie Vail, Kay Caldwell and Todd Abercrombie. No comments. Invocation led by Conchita Doyle. Pledge of Allegiance led by Joe Vail. Motion made by Joe Vail and seconded by Conchita Doyle to accept Meeting Minutes June 12, 2025. All in favor motion carried. Motion made by Conchita Doyle and seconded by Joe Vail to approve and accept the financials and payment of bills for June 2025. All in favor motion carried. Director’s report given by Aaron Johnson. Director’s report includes the maintenance report, July schedule, June Safety training meeting, Training center buzz, New Employees, State Park coverage, Safe Streets for all Grant, Rec Center tournament coverage, Upcoming meetings. Motion made by Joe Vail and seconded by Conchita Doyle to accept the Director’s report. All in favor motion carried. Old Business: A. Expansion Property purchase: Discussion and agreement on new contract price $250,000. Motion made by Joe Vail and seconded by Conchita Doyle. All in favor motion carried. New business, none. EROS BOARD OF ALDERMEN MONTHLY MEETING June 2, 2025 Mayor Julie Gryder called the meeting to order and gave the invocation. Additionally present were Aldermen, Denise Costin and Katie Dispenza, C.O.P., Walter Kotz, clerk, Alisha Waldroup, and guests Shain Flanagan, David Howard, and Cheryl Parrish. Alisha read the minutes of last month's meeting. Denise motioned to accept them as read, Katie seconded the motion. Walter Kotz gave his police report. He addressed two instances with a person sleeping at the store, and another sleeping on a bench at the park and insisted they leave. He is waiting to hear from the State on whether we can spray the foliage down by the bridge or not, before committing to the excess work of removing the brush by hand. He stated he had the time-clock ready for employees and that we would no longer accept hourly employees writing on timecards. Julie notified everyone that the traffic camera will be removed August 5, 2025. She said she was actively looking for a good police car for Eros, that we needed to get together and find one, before our July meeting. Julie said the electrical panels were ready to be installed in the lift stations and we would have two working pumps in each station as required when the new electrical panels were installed. Julie met with Louisiana Infrastructure Technical Assistance Corporation (LITACorp) last week and they are seeking out an interim engineer so our grant application could move forward. Julie asked them to make one more effort to contact Lazenby's office before doing so and they agreed. Julie said the Health Dept. sent another letter and was going to send an engineer out here to talk to us about our water system. The nuisance letters appear successful as several of the addresses were now showing signs of clean-up. The truck parking at the basketball court is causing ruts so Julie will notify the driver that he may not park on municipal property any longer. Denise made a motion to adjourn, Katie seconded. EROS Board of Aldermen Special Meeting June 19, 2025 Those in attendance: Mayor Julie Gryder, Aldermen Denise Costin and Katie Dispenza, COP Walter Kotz, Clerk Alisha Waldroup, and Clarence Beebe of LRWA, the Louisiana Rural Water Association, who is conducting our rate study and providing guidance in the upcoming adjustment to our water and sewer fees. Mr. Beebe began by explaining the new numbers he's using in his study. He originally used FY 2022 and FY 2023 for his basis but was able to incorporate FY 2024 after Alisha provided him with 2024 financials. He explained that once we established a legitimate base for our Water System, we could do like most Louisiana municipalities and just enact a 2% increase each year in our fees. Using this yearly adjustment has minimized the instances of large changes to water system prices, allowing customers to budget fee changes more in line with yearly economic cost increases, versus making changes every five years when mandated rate studies are conducted. The decision presented to Eros is to make a larger increase in base fees or a larger increase in the gallons over base cost. The irregularity Eros is looking at, is the fact that our lift stations have only one working pump each, instead of two as required. This means our electricity used in our lift stations has been well below the normal level of properly functioning lift stations. Alisha stated she would go through our records and attempt to further define all expenses concerning both the Water and Sewer and be able to present a clearer breakdown of whether an expense was a recurring expense (normal) or one-time expense (abnormal). She would have this information ready at our next meeting with LRWA representative, Clarence Beebe. We would then be ready to see the final choices Eros has in setting our new rates for the Water System that will bring us into compliance with the USDA, and the State of Louisiana. Everyone agreed to this plan of action and Denise Costin motioned to adjourn, Katie seconded. The mayor thanked everyone for their input and attendance. Meeting adjourned. The Village of Chatham held its regularly scheduled meeting on Tuesday, July 8, 2025, at 6:00 pm. The meeting was called to order and roll call was taken and the following were present: Mayor Gregory Harris, council members Toni Malone and Bernadine and Sue Proffer. Motion to approve minutes from regular meeting held on June 10, 2025, was made by Toni Malone, seconded by Sue Proffer and approved by all. Motion to pay monthly bills was made by Toni Malone and seconded by Bernadine James and approved by all. Motion to add Agenda item Mobil home permit 2025-04 was made by Bernadine James and seconded by Toni Malone and approved by all. Motion was made by Bernadine James and seconded by Toni Malone and unanimously agreed to deny Mobil home permit 2025-04 Vote to Adopt Resolution 2025-01 setting of milage is as follows Bernadine James – yes Sue Proffer- yes Toni Malone- absent Motion to accept financial statements was made by Sue Proffer, seconded by Bernadine James, and approved by all. The Village of Simsboro met in Regular session on July 7, 2025, at 6:00 P.M. Council members present were Mayor Pro-Tempore Doug Durrett, Alderwoman Hazel Tuminello, and Alderman Jerry White. Mayor Pro-Tempore Doug Durrett called the meeting to order. Alderman Jerry White led prayer and pledge of Allegiance. Mayor Pro-Tempore Doug Durrett presented the Agenda to the Aldermen and asked for motion to accept as presented. Motion was made by Alderwoman Hazel Tuminello and seconded by Alderman Jerry White. The agenda was approved. Mayor Pro-Tempore Doug Durrett asked if there were any questions or corrections from June 2, 2025, minutes and there were none. A motion was made by Alderwoman Hazel Tuminello and seconded by Alderman Jerry White to accept the minutes as read. Motion Passed. Approval of Municipal Bill: The Aldermen were provided with a report of Accounts payable to review. Mayor Pro-Tempore Doug Durrett asked if there was any discussion on the bills. Alderman Jerry White inquired into the payments made on the waterline project. A motion was made to pay the municipal bills by Alderman Jerry White and seconded by Alderwoman Hazel Tuminello. Motion Passed. Introduction of the Lincoln Parish Sales and Use Tax Budget for 2025-2026: The council discussed the 2025-2026 Lincoln Parish Sales Tax Commission Budget. Discussion on smoke test of sewer lines: The council discussed the smoke test provided by LRWA that will help in finding the water intrusion of the sewer system and manholes. The public will be notified via the LincAlert system, a billing card notification and public notice at town hall prior to the testing. Public Comment: Mrs. Pam Leith and Mr. Tom Leith asked about the abandoned property adjacent to theirs, stating the dilapidated buildings are home to raccoons that are invading their property, inquiring if something can be done concerning the buildings and raccoons. Mrs. Pam Leith asked if the garbage truck comes early. Alderman Jerry White informed her it comes around 2:30 a.m. Wednesday morning. Mr. Olds reported a streetlight out by the park and Family Dollar. Mr. Steven Hausey introduced himself to the council. Fire Commission Report: Mr. Jim Liner was absent. Water/Sewer Report: A.J. Swayze was absent. Jerry Davis reported the treatment plant and pumps are running well, one pump is being repaired. Police Report: Chief Gene Butler stated all is well. He informed the council he needs new uniforms, and a battery charger. He discussed a package from Rocket Fast Carwash for patrol vehicles. Adjourn Meeting: Motion was made by Alderman Jerry White and seconded by Alderwoman Hazel Tuminello to adjourn meeting. The meeting was adjourned at 6:24 p.m. The smoke test will be in August.
